Research direction

The report names no repository file, test, or reproducible steps; begin by reproducing the missing circle-animation-progress event on the reported WordPress site when the circle renders in the background. Compare that behavior with a refreshed page and document a reliable reproduction and a result where the event triggers without requiring refresh.
