Cannot train LoRAs while offline?

I can successfully train a LoRA model while online, but if I do all the exact same steps again while offline I get an error while trying to train the model.

Why does the code only work if connected to the internet?

Reproduce the same LoRA training workflow once online and once offline, recording the complete error and the exact training configuration. Trace which model, dependency, or network access differs between the two runs. Done means the offline failure is fixed or the required online dependency and limitation are clearly documented.
