Setup conformance WG in Knative

Now that the Conformance WG has been approved, we need to follow the instructions listed [here](https://knative.dev/community/contributing/mechanics/working-group-processes/#:~:text=Go%20to%20peribolos%2Fknative%2C%20add,announce%20your%20new%20working%20group.) to setup and announce the WG.

Start with the linked Knative working-group process instructions and identify each required step for creating and announcing the Conformance WG. Confirm the WG has been added in the appropriate Knative organization configuration and that its announcement is published; the issue is done when the approved WG is set up and announced.
