Describe the feature
This is an extensibility feature.
It adds a fixed overlay that can be applied to Kubernetes Deployment Object managed by the Knative Controller.
Using this overlay, an admin or a downstream project can update, add, remove or replace (+ maybe copy and move) all produced deployments using an overlay definition embedded in the config-deployment.
