Upgrading Rust buildpack in builder

- Upgrading the paketo community Rust buildpack from 0.65.0 to 0.81.0
- knative jammy builder only works on Ruat if `Caro.toml` and `Cargo.lock` files are available in the root of the project (the same directory the builder is working with)
