Repoint the reusable action consumers of repos to new naming convention

Use knobots/other solution to sync all the repos to point to the new `reusable-`*.yaml naming convention. This will need to be done after https://github.com/knative/actions/issues/49

Start by reviewing issue #49 and the requested `reusable-`*.yaml naming convention, then identify the repositories that consume these reusable actions. The work is done when all consumers use the new naming convention and the repository synchronization is complete.
