Allow for manual triggers to select the kind of update it does.

At the moment we can only trigger update deps, but we need to be able to do the other updates, like sync actions.

Start by tracing the repository's GitHub Actions manual-trigger configuration and the existing dependency-update trigger. Identify how update types are selected today, then add support for choosing other routine updates such as syncing actions. Done means a manual run can select the requested update kind and still performs the existing dependency update correctly.
