Storing configuration is each directory I want

For having multiple tasks for several projects, I need to have taskboard files (`taskbook/ .taskbook.json`) in separate directories. I propose:

`taskboard init`

which create those files in current directory,.

Start with the `taskboard init` entry point and inspect how `taskbook/.taskbook.json` is currently located or created. Confirm that running the command in the current directory creates the configuration there, and verify that separate project directories do not share the same file.
