Deploy/Find download.kiwix.org mirror in Asia

Meanwhile, the continent for which we get the most of requests is Asia (before North-America and Europe):
https://stats.kiwix.org/

But, most of our mirrors are in Europe and then North America. None is in Asia:
https://master.download.kiwix.org/mirrors.html

This is not optimal for the quality of service related to the delivering of ZIM files (mostly).

We should better achieve to have at least one mirror in Asia. Singapore would be a good candidate.
