Sound effect for push-to-talk ignores `Ignore below x` setting

Description
**Describe the bug**
When I turn on the sound effect I get the sound feedback immediately when I press the button while the recording happens after the `ignore below x` setting.
**To Reproduce**
Steps to reproduce the behavior:
1. Go to `Settings` and enable `Sound Effects`.
2. (Optional) Ideally increase the `Ignore below x` to 1 second or so to have a better effect of the issue
3. Click on hot key
4. Notice the timing diff between sound and popover (actual recording)
**Expected behavior**
Sound and popover and recording should be in sync.
