Research direction
Reproduce the issue in PowerShell using version 2.5.0 prerelease 1 and 3, then compare Ctrl+C behavior with cmd, Git Bash, SSH Linux, and WSL as described. Done means Ctrl+C starts a new line instead of echoing "c"; no source file or test is named in the issue.
