dynamic detect&support gitbash when git installed

i'm a developer, use gitbash very frequency.
so i will config gitbash mannuly like this. it works well usually. but when i type "git commit -m '中文注释'"，and i want to modify comment with backspace key to delete “中文注释”, it will occur Garbled characters. and i found the characters is utf-8. so can you help me to deal with this problem or develop new feature to fix this problem. thks a lot.
