French Keyboard on Debian 11 via SSH : prompt ok, but VIM sending wrong chars

Hello,
I have a french keyboard, I must use **ALT-GR** + **KEY** to make special chars.
I connect to a Debian 11 server, all special chars are ok on terminal command line (# ~[ ] { } etc..) but not using VIM editor, for example I have **£** instead of **#** or **<9b>** instead of **[**
If I use Putty or SmarTTY all is working good so I think it's not a Debian or VIM configuration problem !
Is it a bug ?
