Description
There could be a dead simple mode of operation which just syncs versions in Cargo.toml(s) to ones from the lock file. This would allow cargo upgrade to be usable/compatible with other tools which on operate on lockfiles, such as new cargo min-publish-age setting.

Research direction
Start by tracing the cargo upgrade command and how it reads Cargo.toml(s) and Cargo.lock; also read the linked Cargo min-publish-age discussion for compatibility context. Define the proposed sync mode's behavior and verify that it makes Cargo.toml versions match those from the lock file without changing the existing upgrade flow.
