bug(windows): 'no hotkey' label name is missing in the blue bar after reinstalling a keyboard using Add/remove language button

### Describe the bug

I noticed that 'no hotkey' label name is missing after reinstalling a keyboard using Add/remove language button.

### Reproduce the bug

1. Install Keyman 17.0.0164-alpha build.
2. Open Keyman Configuration dialog.
3. Download and Install a keyboard. (eg., Khmer Angkor)
We may notice that 'no hotkey' label name appears in the blue (active) bar.
4. Open the Keyboard layout menu.
5. Click Add/remove language button.
6. Click the (x) button to uninstall the language.
7. Click the close button.
8. Click Add/remove language button.
9. Click Add language button.
10. Select 'Central Khmer (Khmer, Cambodia..) language then click the OK button.
We may notice that the installed language reappear on the 'Add/remove language' dialog.
11. Click the Close button.

Here, I noticed that the 'no hotkey' option name is missing in the blue bar. Seems to be an issue.

### Expected behavior
