feat(windows): character map filter view

Hello,

Similar to "Font helper tool", which is filtered the fonts of the language of the current keyboard.

Character map can also be filtered to the language of the keyboard in use. And user should be allowed to view full character set if the filter is removed.

This will make easier for the user to access the characters of their language in character map.
