bug(iOS): The Shift layer is changed to default layer after rotating the device into landscape mode

### Describe the bug

I noticed that If I rotate the device into landscape mode, the active shift layer is changed to default layer for some language keyboards like Khmer Angkor, Kannada etc.,

### Reproduce the bug

1. Install Keyman 17.0.49-alpha build.
2. Open Keyman App.
3. Install Kannada and Khmer Angkor Language Keyboards.
4. Change the Keyboard into Kannada.
5. Click the Shift key.
6. Make sure the Keyboard layer is changed to Shift layer.
7. Now, rotate the device into landscape mode.

Here, I noticed that the Shift layer has been changed to default layer. Seems to be an issue. I am seeing the same issue in Khmer Angkor Keyboard.

I have attached the video file (ShiftLayerchanges.MP4) for reference.

Note: I am not seeing the problem while using default keyboard English - Eurolatin(SIL)

### Expected behavior

The Shift Layer should not change after rotating to landscape mode.
