bug(developer): OSK shown in the IDE looks and feels different from the one on Web

### Describe the bug

In Keyman Developer, open this keyboard [project](https://drive.google.com/file/d/1olJb7lJG2M5vDiLVIN-IrSqynrbDfAJ1/view?usp=sharing).
1. Go to the On-Screen tab and see the double dotted circles on most keys.
2. Now Build the keyboard and "Test Keyboard on Web" and then Open in Chrome.
3. Choose the keyboard and select Windows device to see a better looking OSK without the double dotted circles.

From a user point of view, we don't know what the issue really is. What we want is to have a better looking OSK and they should look the same on both the IDE and Web.
