Note: This was reported to me secondhand, but I can communicate directly with the affected user as needed.

### Reproduce the bug

1. Connect a mobile phone to PC via Windows Phone Link.
2. Open an app that can use the keyman keyboard
3. Click a text field
4. Observe the keyman keyboard appears
5. Click on the keyboard to type
6. Observe, no text is entered

### Expected behavior

It is expected that text would be entered into the text field as is typical when typing.
