bug(windows): Downgrading without restart can cause apps to crash with exception in keyman32.dll/keyman64.dll

### Describe the bug

I uninstalled Keyman 16.0.105-beta and installed 15.0.272. When I started Keyman, many apps crashed simultaneously. Crash dumps show an exception in keyman32.dll or keyman64.dll. I have attached one such dump.
