feat(web): Toolbar UI language organization rework needed

A colleague has noted the following issues with KMW's old Toolbar UI, which is also our primary demo UI on keymanweb.com:

- It's no longer well-organized by region (e.g. Americas all under North America, Middle East under Asia)
- Many related languages or dialects should be grouped (e.g. Zapotec)
- It doesn't cater to IPA or other non-language-specific keyboards
- Doesn't handle en-US vs en-GB, fr-CA vs fr-FR, etc well.
- Doesn't handle the overlap b/t Asia and Europe for the Baltic States, etc.
