bug(windows): If Windows text predictions are switched on, Keyman only receives preserved key events

**Describe the bug**

If Windows' text prediction options are switched on, as shown in the following image, then Keyman no longer receives keydown/keyup events in its Text Service. Keyman continues to receive preserved key events, but we cannot use preserved keys for unmodified keys due to undocumented limitations that we have encountered in TSF.


This probably needs to be fixed on the Microsoft side -- it doesn't seem likely that there is a fix that we can make to Keyman for this.
