bug(iOS): artifact upload script issues

**Describe the bug**
After #5160, the new upload configuration is _largely_ working, though I've noticed a couple of issues with it:

- The selected change notes are actually from the _previous_ version, not the one actively being built.
- The packaged history.md is the iOS-specific one, which we stopped updating after 13.0. We should either drop it entirely or replace it with the common history.md in the repo's root.
