bug(windows): Keyman not fully compatible with OneNote

**Describe the bug**

Ref https://community.software.sil.org/t/keyman-with-onenote/2767/9 and private communication with Saarthaka on same forum.

- Keyman works sporadically with OneNote app when deep tsf integration is on.
- Keyman seems to work better when deep tsf integration is off, but not perfectly.
- We have captured a log for the desktop computer where Keyman was not working at all with OneNote.
- Typed first into Libre Office. Keyman worked fine here.
- Then started OneNote, switched the keyboard on and typed in OneNote. Keyman did not work at all here – just latin letters.
- When switching in and out of OneNote, it appears that the Keyman keyboard is switched off.
- Sometimes, we have to select the Keyman keyboard twice (e.g. on my notebook PELION)
- I have reproduced the inconsistent behaviour on my notebook PELION.
- OneNote (Office 365 version) seems to work fine.

I have the etl log in G:\My Drive\Keyman\Support\2019-11 OneNote.
