Investigate: Does welcome-fra.htm still do anything?

Keyman Desktop has a (very hidden and poorly documented) feature whereby you can create a localised welcome.htm for your package, named `welcome-‹langtag›.htm`. This needs to be tested to make sure it is still working, and if so, then needs to be documented. Given its lack of visibility so far, we should aim for BCP-47 compatibility.

Also possibly worth considering if this could be done better in some other way?
