### Describe the bug
When exiting the OSK, switching keyboards, or switching to the character map while a modifier has been enabled, the OSK can leave remnants of those modifiers active.
I know that the OSK is not a current focus, but fixing these rounds out the known sticky modifiers.
### Reproduce the bug
1. Enable a Keyman Keyboard
2. Open the OSK
3. Click any modifier key to activate it.
4. Close the OSK via the Keyman taskbar icon>On-screen Keyboard
5. Type somewhere, and that modifier is still active.
6. Tapping the physical modifier (If you have that key) or returning to OSK and clicking the modifier will usually clear it.
### Expected behavior
Held modifiers should clear when the OSK closes.
