maint(android): Android builds on Linux agents need certificates

### Describe the bug

AFAICT, the PRs ([#16223](https://github.com/keymanapp/keyman/pull/16223), [#16266](https://github.com/keymanapp/keyman/pull/16266), and [#16280](https://github.com/keymanapp/keyman/pull/16280)) that were built with `ba-noble-keyman-01` agent produce the error. Whereas, the newest PR ([#16290](https://github.com/keymanapp/keyman/pull/16290)) that does not have this problem uses `ba-win11-key-01` build agent. I might be wrong, but as of now, I am unable to get the APK to install on the emulator (APIs 35 & 37.1) and physical device.

### Reproduce the bug

1. Install Keyman for Android Test Artifact from one of these PRs ([#16223](https://github.com/keymanapp/keyman/pull/16223), [#16266](https://github.com/keymanapp/keyman/pull/16266), and [#16280](https://github.com/keymanapp/keyman/pull/16280))
2. Launch Android Studio -> Start Emulator Android 15.0 API 35
3. Drag and drop the APK file into the Emulator
