bug(android): on HyperOS, keyboard menu/picker operates in the background and does not display when pressing CTRL + TAB on a physical keyboard while OSK is off

### Describe the bug

Disable OSK while an external keyboard is connected, using CTRL + TAB does not open the keyboard menu/switcher in the active/current app, instead the keyboard menu opens in the Keyman app and operates the background.

Xiaomi Pad 6 Android v14
- OS v2.0.14.0
- Chip: Snapdragon 870 Mobile Platform Octa-core Max 3.2GHz
- Microsoft (AZERTY) Bluetooth keyboard

### Reproduce the bug

1. Launch Keyman 18.0.249
2. Follow and complete the "Get Started" instructions
3. Go to Settings -> Disable "Show On-Screen Keyboard"
4. Exit Keyman (This closes the OSK from Keyman side)
5. Go to Device Settings -> Search for On-screen or related names -> Disable the on-screen keyboard
6. Exit Device Settings (This closes the OSK from device side)
7. Open any app that has a text input e.g. Settings or Microsoft Word
8. In Word, create a new document and type some text
9. Ensure that the on-screen keyboard remains off
11. Press CTRL + TAB
12. Nothing shows up
13. Manually switching to Keyman app to see that the Keyboard menu was opened.

### Expected behavior

I could think of two options:
1. Show the Keyboard menu/picker in the active/current app
2. Automatically switches to Keyman app for the Keyboard menu/picker (our supported feature)
