feat(windows): Windows Taskbar Selection - Notify Users when KME Not Running

### Is your feature request related to a problem? Please describe.

If KME does not launch at computer startup, or has crashed, selecting a keyboard via the Windows taskbar does nothing. However, the users will believe that Keyman is running because the keyboard icons are available for selection, leaving them confused and frustrated.

### Describe the solution you'd like

If possible, it would be nice for KME to launch upon taskbar menu selection if it isn't already running. In this scenario, it would be helpful to have dialog with a message "One moment please, Keyman is starting..."

If KME cannot be started in this way, then another dialog with a message like "Keyman is not presently running. Please see the Windows startup configuration to start Keyman automatically. Would you like to start Keyman now? [Yes] [No] [Cancel]"

### Describe alternatives you've considered

The keyboard menu entries are added by KME when it starts. This would help the user realize that Keyman is not running.
