bug(windows): no output from keyboard into chrome text fields after switching keyboards

This does not happen everytime and it seems to occur after using Chrome for more then an hour.

Keyman is running an a Keyman keyboard is selected typing into an text fields. Switch to another Keyman keyboard. Typing into any of the text fields in any of the Chrome tabs results in no output. Typing into other applications Notepad, Word etc continue to work.
In this state selecting a non-Keyman keyboard results in correct expected output it is just Keyman Keyboards that don't work.
Closing all Chrome instances and starting Chrome again returns the Keyman keyboard to the normal expected outbout.
