chore(windows): inconsistencies in locale definitions

> Some inconsistencies found while enhancing the `desktop/setup/locale/strings.xml`:
> - `keyman/windows/src/desktop/kmshell/locale/es-ES/strings.xml` as `SKUILanguageNameWithEnglish` is not `Español` but `Spanish`
> - Not even sure if `Fulah` is korrekt in `keyman/windows/src/desktop/kmshell/locale/ff-ZA/strings.xml` (as in `keyman/windows/src/desktop/kmshell/locale/ff-NG/strings.xml` we see `Fulfulde Nigeria` I would conclude that `Fulfulde` is correct)
> - Subfolder `keyman\windows\src\desktop\setup\locale\my` for Myanmar is missing although its counterpart `keyman\windows\src\desktop\kmshell\locale\my\strings.xml` does exist.
> - similar happens with subfolders `pt-BR` (Brazilian Portuguese), `qqq` (no idea what kind of language this is), `ta` (Tamil), `tr` (Turkish) and `vec` (Venetian)
