maint(resources): allow TC keyboards and models builds to run on non-Windows agents

At least some of the Keyboards and Models build configurations are able to build on Linux (and maybe Mac) agents now that we have a cross-platform kmc compiler.

The build configurations however are still limited to Windows build agents. Where possible we should remove this limitation for the Keyboards and Models builds.
