feat(windows): add 'don't show again' option for updates

### Is your feature request related to a problem? Please describe.

Whenever there are new keyboards to update, Keyman would popup a dialog to request updating the keyboards. I would dismiss this dialog because I want to use the current version of keyboards. But, every time I turn on my computer, the dialog popup again until I finally agreed to the update.

Adding a 'don't show again' option would be helpful.
