feat(developer): min-version for lexical models, packages 💾 🔬

> Was tinkering with some of the next steps on this [`epic/dict-breaker`, #12142] today and made some decent progress, but ran against an issue where I realized that this will introduce the need to track a minimum version for lexical models. I don't see where the model compiler has anything for detecting and setting a minimum version, let alone how that would get forwarded to the model's package. (Hopefully our model-search infrastructure does check against the current app version, at least?)
