bug(windows): trying to add language `en` to keyboard adds `en-US`

Description
When I select the row "English | United States | English | en" in the "Add Language to Keyboard" dialog, `en-us` gets added (see screenshots below). This is a bit confusing since I explicitly selected the "en" row, not "en-US".
If we can't add "en" then we might want to display a message box, telling the user that "en-US" gets added instead of "en".
