bug(windows): Keyman not working in browsers when ESET enabled

Keyman is working in Word and other applications but not in Firefox or Chrome web browers.

### Reproduce the bug

This is taken from the user there.
To test (just now), I opened Word, and Tchad QWERTY works just fine. I open a browser (Firefox latest), and type
/ b b [ a ]
in the address bar (with Tchad QWERTY still activated) and it does NOT work. I tried to turn off the keyboard with the key shortcut, and the icon was still in the tool tray, but when I click on the language bar, it is off, then I turn it back the keyboard on, still no joy in Firefox.
