feat(developer): option to disable Ctrl to select key (or better yet - allow rebinding it)

I use Ctrl key for alt-tabbing and every time Keyman pops up this

Or shen I want to Ctrl-Save but change my mind and release Ctrl this also mistakenly pops up

### Describe the solution you'd like

Allow disabling this popup or at least make it rebindable. Control is way too frequently used key to force a single tap invoke this function

It should also consider time held and not activate on long presses, but only short taps

### Describe alternatives you've considered

Trying to do some complicated exceptions for Ctrl-Tab and other keybinds when Keyman is active.
