### Describe the bug
When installing building and installing a keyboard package for cs_pinyin it was noticed that the keyboard files in ProgramData\... \_Package\cs-pinyin had the local time stamp that was actually the UTC time that the file was installed. Further investigation is needed if this was a problem with the package building in Keyman Developer or the installation package.
