bug(windows): unrecognized custom keyboard on Keyman when selected from the Windows keyboard list

### Describe the bug
Upon investigating an issue ([8635](https://community.software.sil.org/t/remote-support-session-possible-having-a-lot-of-trouble-with-ke/8635/2)), I found another issue with the same keyboard. The keyboard does not appear selected on Keyman for Windows unless going to select it manually which is a strange behavior as other keyboards (custom keyboards too) are not require to do so.
This issue is related to the topic 8635 or could help identify the underlying issue for 8635.

### Reproduce the bug
1. Download and Install the [keyboard](https://drive.google.com/file/d/13iv9Y3g8FTHhxh0JjZ9ptVmFB62vIizB/view)
2. Make sure Keyman for Windows is on
3. Once the keyboard is in the keyboard list, try toggling to the keyboard using the shortcut or selecting the keyboard
4. Open the placement of Keyman for Windows and can see that the keyboard is not selected.

### Expected behavior
Teclado Quechua keyboard should be selected when the keyboard is selected on the Windows keyboard list.
