feat: consistent command line configuration tool for all desktop Keyman platforms

Currently we have kmshell (GUI app) on Windows, various commands on Linux, and nothing on macOS. It should be possible to create command line tools that have consistent parameters that work across all three, if we take the time to figure out the per-platform nuances and come up with a common baseline.
