Add support for Wikipedia and any MediaWiki website

I spent some time considering how Keybase.io could support Wikipedia and any MediaWiki hosted website. I think I have found a way that will work even on wide open editable wikis. It’s somewhat complex, so I wrote a blog post describing my proposed solution.

Start by reading the proposed solution in the linked blog post, then inspect the Keybase client, installer, and website areas to determine where MediaWiki support would belong. Done would require an agreed implementation scope and a verified way to support Wikipedia and other MediaWiki-hosted sites, but this issue names no files or tests.
