Description

I think it would be great to be able to have signatures from outsite of keybase (oridinary keysigning) would shop up as people that track me or people I'm tracking (if the keyids match a user).

let me explain:

I signed key A, key A is linked to Tom's account : I track Tom
Anna signed my key: Anna tracks me.

I signed key B, but key B is not linked to a key base account:
a) shows as I track an emptyprofile with keynameID
b) shows connection as soon as key B's owner creates an account
c) does nothing at all
I'm not sure witch option is the best. but It feels stupid to track all the people that I allready went through hassle of keysigning with.

Research direction

Start with the issue description and investigate how Keybase represents tracked users, linked keys, and ordinary external signatures. Clarify whether unmatched keys should appear as empty profiles, connect later when an account is created, or remain hidden. Done requires an agreed behavior and implementation scope; no files or tests are named in the issue.
