keybase cli isnt timezone aware

I received a message from a friend, he used the website to encrypt a test message.

When I decrypted it (about 2 mins later) I got this:

It seems as though its not timezone aware cause my local time is (Mon Mar 31 10:02:07 EST 2014) which is about 16 hours out from what I assume is your server time.

The issue names no files, tests, or entry points. Start by reproducing the CLI decryption output with a signed message and compare its timestamp with the local timezone shown in the report. Done means the displayed signing time is timezone-aware and matches the expected local-time interpretation.
