Description
Currently https://foo.keybase.pub and https://bar.keybase.pub are considered same-site despite being owned by different users.
This means that cookies, process isolation, cache partitioning are shared is there a reason why its not treated like github.io
Someone unrelated to keybase tried to do it and failed: https://github.com/publicsuffix/list/pull/492

Research direction
Start with the Public Suffix List Guidelines and the failed publicsuffix/list pull request linked in the issue. Confirm the requirements for adding keybase.pub and follow the list's submission process; done means the domain is accepted into the PSL.
