keybase.pub should be put on the PSL (Public Suffix List)

Currently https://foo.keybase.pub and https://bar.keybase.pub are considered same-site despite being owned by different users.
This means that cookies, process isolation, cache partitioning are shared is there a reason why its not treated like github.io
