PGP key silently removed for unknown reason

Description
At some point between March 15, 2021 and May 13, 2021, the primary PGP key for [my Keybase account][1] has been silently removed. I do not know when exactly or why that happened. Only the PGP key is missing - things like service associations (GitHub, Twitter, etc.) are still there. I have never received any email about my PGP key being removed. I have also never used the Keybase CLI application.
I cannot re-upload my PGP key with bash + GPG + cURL because I always get the following error:

This does *not* look like a duplicate of #3048 because my PGP key is still not set despite multiple efforts to submit it.
