Keybase displays behind Windows 10 left-side taskbar panel

My Keybase is blocked by my Windows 10 taskbar panel, which I like to have docked on the left side of my monitor.

This screenshot shows the issue (I hid my messages in the screenshot).

Also, I think it is peculiar that I cannot drag and drop Keybase using the top blue panel. I thought maybe Keybase saves the last layout, and maybe I just needed to move it and restart the app. Is it intended that Keybase is forced to be docked?

Reproduce the issue on Windows 10 with the taskbar docked on the left, using the attached screenshot as the expected context. Check whether the Keybase window can be moved from the top blue panel and whether its position is restored after restarting. Done means the window is usable beside the left taskbar and its intended docking behavior is documented or corrected.
