Description
On MacOS, if Keybase app is open, but is in a logged out state, holding down a key on the keyboard just repeats in any application, instead of displaying the accent popup.
I'm on MacOS Catalina 10.15.7. I recently noticed the accent popup that appears when holding down a key stopped appearing. Started closing apps to see what was interfering. When I closed Keybase, the accent menu started appearing again. Reopening Keybase caused the popup to stop appearing and instead just repeat whatever letter I was holding down. This behavior occurs in any application.
When trying to reproduce, I also noticed I had been signed out of the Keybase application when experiencing the bug. Signing in also resolves the problem, but signing back out again reintroduces it. Seems like there's something about the signed-out state of the application that interferes with the key repeat settings.

Research direction
Start by reproducing the issue on macOS Catalina 10.15.7 with Keybase open while logged out, then compare the behavior when Keybase is closed or logged in. The work is done when the macOS accent popup appears while Keybase remains open in a logged-out state, without breaking key repeat behavior.
