Description

Up to recently there was a "PGP Encrypt" button in the web version of Keybase that allowed unauthenticated user to quickly compose a message encrypted with visible profile's PGP key (akin to how https://keybase.io/encrypt does, but AFAIK with auto-selected user). Now this button it's gone both for authenticated and unauthenticated users.

Previously it was [a bug](https://github.com/keybase/keybase-issues/issues/2773). As the shiny "Chat with ``" button is there, do you now consider this removal a _feature_ (to funnel users towards chat app)?

Research direction

Review the current web profile UI against the supplied screenshots and the earlier issue #2773. Determine whether the missing “PGP Encrypt” button was intentionally removed; the issue is done when that decision is documented or the requested behavior is clearly restored.
