Having problems with windows 10 version upgrade

This started sometime back during the latest up grade or maybe one prior to that as I would try some things, get frustrated and quit for awhile then get after it again. Anyway, when doing upgrade I would receive a message saying that the an old file from the past version couldn't be found to delete it so the new upgrade could be put in place ( probably from moving from an old computer to new computer and drives getting different letters). I searched every drive for the specific file and could not find it. I figured I could just go into the files section in Windows 10 home where you delete programs and delete the old version ( which I did ) since I had all the necesssary 12 word phrase, password and user name. I was still unable to install the program on computer due to the same pop up saying file couldn't be found. To make matters worse my cell phone got run over by a dump truck and obliterated so that copyt is gone also. I also have account in lockdown mode due to starting to use the Stellar crypto wallet and wanted the extra protection which still has about 375 dollars in it. Iws there anything I can do to recover account aa I now have niether device with a running copy of program? Like I said I have all recovery info
