Description

Today I noticed an obscure issue when I was searching for users to create a new chat. I added a few people and then was having issues finding the next user I was looking for. So I searched for a keybase username, got the results, then cleared the search bar & typed in the keybase username again only to be presented with the same user twice. I tried to reproduce again and sure enough got the same user returned 3 times ... then 4 ... and so on. See attached (censored to not reveal usernames).

Reproduce the issue in the new-chat user search by searching for a Keybase username, clearing the search, and repeating the search several times. Trace the chat user-search entry point and determine why prior results are retained or duplicated. Done means repeated searches show each matching user only once.
